Setting national bylaws is a policy-making task handled by the national organization’s governing body, not by individual advisers. Advisers may interpret or implement bylaws, but they don’t have the authority to establish the national rules. So, choosing to set national bylaws isn’t part of an adviser’s typical responsibilities.
